He is hiding! He can’t make a move withiut the owners because he is their puppet. Cat’s paw if you would.
Your reference to the team owners is a good one. Goodell’s number-one constituency is not the fans. It’s the owners, because it’s the owners (as a group) who have the power to fire him. Perhaps Goodell believes he should “play it safe” by keeping a low profile for now. What would you do if you were in his shoes?
If I were him I would probably hide out too. No, I would address the public and their concerns. But I would not take any questions, I would have something prepared.
