Two Questions

Question #1: Why do print and TV media outlets keep publicizing the names and pictures of publicity-seeking murderers?

Question #2: Could Congress impose a Pigouvian tax on the publication of such information? 

Combination of the previous two questions: Since our morbid curiosity often creates negative externalities (e.g. congestion caused by drivers slowing down to see a car accident on the other side of the road), and since the news media are trapped in a race to the bottom (each media outlet is afraid of losing viewers/readers to competing outlets), isn’t some form of coercive action necessary to discourage the media from feeding our worst instincts?
