Here is a more interesting question: is your reaction based on moral grounds, emotions, aesthetic considerations, or something else? In addition, we would ask, what is the probability that this provocative cover will increase (or decrease) the sales of Rolling Stone magazine?

My reaction is based on a number of things. First aesthetic considerations in that they have this terrorist on the cover looking like a handsome rockstar. Second moral grounds should have prevented them from putting him on the cover with the title “The Bomber” (again making him seem like some sort of rockstar and not the terrorist that he is). Third just plain old emotions.
I couldn’t have said better myself!
The picture is just a picture that the kid took himself. The more annoying thing to me is the “was failed” caption, which they could have phrased any way they like but chose this way.
